Hmmm, seems fine to me but the upload from Xbox could be better. Make sure you have UPnP enabled on your modem/router and I'd port forward or DMZ your Xbox.

Speeds on my PC are 950 Mbps download, and 115 Mbps upload. Speeds on my Xbox One X are 330 Mbps download and 110 Mbps upload.

Speeds on your Xbox settings app are speeds done from Xbox Live server, which has millions of traffic and download/upload caps. So speeds on your Xbox are not reliable honestly. CAT 5 is meh, pretty sure it supports speeds of up to 100 Mbps, CAT 5e would be if you have more than 100 Mbps. I have CAT 5e to my PC and CAT 7 for my Xbox One X.
