Can go
Over price but not my too much

He wants it for gaming, not sure on what games as he plays werid games lol

Needs it for
Gaming,streaming,recording,editing and fast lol

He wants it to be a 2TB

He needs everything so full build with monitor,keyboard mouse etc

1080p monitor does not belong in a £1000 system, never mind £1.3k. I've included a nice 4k monitor, but you could go 1440p and save some money if you prefer. Or go with a 2560x1080 ultrawide monitor. Depending on what games he plays and how demanding they are, he could potentially grab a GTX 1060 or something instead of the 1070 to save some money. I haven't included keyboard/mouse, so I'd recommend grabbing a cheap kb/mouse combo for now, something for £20-30.

Well it did when I made the list originally... oh well, puts him a little north, but as far as pushing 4k with 8gbs of ram... ok man. Normal mouse/keyboard doesn't belong on a nice system either. Also OP wanted 2TBs.

Watch this. 8GB RAM is fine for 4k, especially with a GTX 1070. 16GB would be better, sure, but 16GB RAM in the UK is upwards of £160. Absolutely not worth it. Much better to get a better GPU and 8GB RAM, then add another 8GB in the future when/if necessary or RAM is priced reasonably.

Easiest thing to upgrade in the future. Anyway, he could get a K70 and M65 PRO with a 4k monitor AND GTX 1070, AND 16GB RAM if he was spending £1600, but he's not.
