Try it with a stealth server. you don't need time on the server, but simply having a server installed makes a big difference.

Take this video for example, i demonstrate how gta does not load without a stealth server. Then once stealth server is applied, GTA loads up just fine. [ Register or Signin to view external links. ] skip to 1:00 for the good parts.

This is just my experience, i'm sure there are other methods to solving your issue but i'd suggest giving that a try.

Also, do you have the modmenu.xex on root of HDD then saved as a plugin on dashlaunch?

Yes the .xex is on the root of HDD and saved as plugin #5 in dashlaunch, will try with stealth server installed and see what happens.

Currently trying skyacro 6.5, but i've tried other menus aswell all with the same result.
