hello i recently bought bf1 and i will be playing the game fine for around 20 min and then my game will start dropping frames for a second then returning back to normal with this reoccurring around every 2-4 min. it just bugs me that this is happening. I noticed that when the games fps drops my processor load gets to 99%. Does this mean i need a new processor or a new GPU. My proceesor is a AMD fx-9590 and gppu is 1060 6 gb. my gpu gets to around 67 degrees c when the frames drop

That is actually a fairly decent CPU. My guess is that you are pulling a lot from potential background applications?

when running this game the only things that are open are the game itself and sometimes discord. is there a way to see hiding background apps?

Quite frankly, when your CPU hits 99% and your temp hits 67c < (which is normal). What I think may be happening is the constant loading and de-loading models and textures is messing with your computer some how. Depending on if you're on Win7, 8, 10. You can check what programs are running on your background CTL+ALT+DLETE.

Edit: Task Manager > Processes

Have you looked at CPU temps. That 9590 is an oven. Wasn't that the CPU that was shipped with a water cooler or at least highly recommended because it got so hot.

Either way, AMD recommends that you shouldn't run it above 57*c so I'd check that first.

Yeah, FX-9590 is just a ridiculously overclocked FX-8320, so it's a toasty chip. It's pretty ancient at this point as well. I wouldn't be surprised to see some stuttering in a fairly modern AAA title with that CPU.

AFAIK DX12 on BF1 destroys 0.1% and 1% low performance, so definitely make sure you're running DX11. Although as you can see here;

A 2 generation old i3 performs 20-25% better than an FX-8370, and your FX-9590 should only be 10-15% faster than the FX-8370, at most. So don't expect too much from it. The benchmark above is with a GTX 1080, here's roughly the performance you should expect;

Like Adam said though, check temperatures. If you're running too hot, you might throttle and lose performance.
