Asking for a friend of mine he wants his 1st gaming PC for his birthday lots of his family are going to chip in together for it so trying to get the quickest and cheapest together really.
He said he does not want a PC that will run max setting for everything so nothing crazy.
The games he's looking at playing:
Since there are no details on RDR2 maybe best to base off GTA 5 on higher settings.
He does not want 4K he will be playing at 1080, 60Hz
So the goals are:
Run new games at 1080 x 60Hz at 60fps and above
He has a screen, mouse, keyboard and OS
Needed:
Case
MoBo
PSU
CPU
GPU
CPU Cooling
AMD vs Intel builds are welcome but he really like Nvidia cards

You can swap the 240GB SSD for a 120GB WD Green SSD and 1TB Seagate Barracuda, or just drop to a 120GB WD Green SSD to stay under £400. Another way to save a bit of money, you could swap the R5 2400G for an R3 2200G, but you lose SMT and a bit of integrated graphics performance.
If you wanted to go discrete GPU, you could do this;

Lose quite a bit of CPU performance, but better GPU. If it was me, I'd probably grab the APU system with an R3 2200G and add a £100 GPU when possible, probably something next gen, like a GTX 1150/2050. That way you'd end up being right around £450 for an R3 2200G + discrete GPU.
