Man, PayPal is nerve recking. I can't explain how many issues I've had with them. I've had to call them over 10 times. This issue occurs if you account is new, or email isn't verified or something to do with your card. Like they said in the post before, you should wait 24 hours or PayPal will lock it up. Another reason why this might be happening is cause of the use of different IPs, maybe your on your Phone data? Or at someone else house using there internet, which means a unusual IP.

I tried it on my LTE first, the eBay purchases were done on my home net.
I tried again on home net before making this post same thing, so I just emailed them.

Yeah homie PayPal be very sensitive with the IPs, Just make sure your account is verified. It also helps if you have phone number on there for security proofs, or even a bank account connected. That's probably one of the best ways to verify it. Is the account new? For now I on I recommend you using PayPal on specific IP. Oh and one thing they told me on the phone is that it's best to use PayPal on a computer or laptop on the full website. Beleive it or not that matters man. I hope this helps, goodluck! I know how annoying PayPal can be.
