So I have a friend who gets on another account when he gets on bo1 because he has a "permanent" mod menu, is there such a thing for Bo2? And if so, how much would be a good price for one?

no. Like, a mod menu you can keep. Even if you run off your Xbox or turn off your console.

It is a multi cod menu for modded consoles.

There's no such thing, he's just messing with you. You have to have a Jtag or Rgh to do this, not a regular console.

You will only be able to keep the menu forever if you own a RGH/JTAG.
If you just have a retail 360 you won't be able to keep it once you turn your Xbox off, you can purchase rentals off of some modders & they'll let you use the menu for a set period of time depending how long you purchased.
