Not so.much as I'm pretty sure your not allowed to sell let alone buy Twitter's. I could be wrong. But if you got scammed I'd ring up PayPal and tell them this and that. I wouldn't mention Twitter tho but by all means.

As you're not the seller you're a buyer you wont able to get your money back as it stats in the PayPal refund policy updated late 2017. You should of paid the "scammer" thru via "Pay for Goods and services" Learn from your mistakes.

Make a disputed I got scammed on shoes and I called my bank even though I waited 2 months for them and my bank got my full refund for me

the whole send it as family and friends thing is sketchy. Be careful dealing with those people. The only thing I can think of is trying to dispute it
