Now that I realized it I was a smart ass at the time as well and I was around 15 or 16 years old. When you're a teenager you think you know everything but you don't at all lol he just has to pass through that little phase. My exact thoughts on my 13 year old brother.

Depends on the situation it may get better with time but try being nice to him even when he is being mean and maybe he will feel bad try to interact more with him and do fun stuff with him, if all else fails just completely give him the cold shoulder for a while and he is bound to be concerned why and then have a talk with him when that concerns sparks within him.
