I've legitimately applied to every store around and mom and pop shop near me in person, online and over the phone. Not one of them has called me back. I've applied more than once, I've applied to them and gave references and they still don't call me. What do I do? I'm starting to give up and it's making me angry.

Maybe take another look at your CV and change a few things. (Not sure if it's called that in America)
How are you presenting yourself when approaching these places? Try to be as confident and professional as possible, no matter what job you're applying for.
All I can say is don't give up, stick at it and eventually you will get that call back.

Just keep applying and have connections with people who can recommend you I have 2 jobs just because of those 2 things so don't give up brody.

I'm in the same boat man. It gets extremely annoying, but you have to just keep trying. After you apply online, I'd call them and ask what the status of your application is at. I usually make the call 2-3 days after submitting

If youre still in high school or college I would suggest maybe asking one of your teachers if they could look over your resume and give you advice.

Take a second look at your cv or maybe even the person you are sticking as a reference, speaking from past experience

Getting my first job was a little rough, really was just apply everywhere until you get lucky but it depends where you live. If you have anybody at all that can give you a good recommendation then ask them other than that you just have to keep trying, it sucks
