I'm new to this pc stuff and would like to know if I can upgrade a basic del pc tower as it's really old and slow now and what would be best to do to it for cheap please

Adding an Solid State Drive will make a massive improvement to any PC with a mechanical Hard Drive. Your Windows experience should feel a lot smoother but, this does not improve FPS in games.
If you would like an FPS improvement, gives us a spec list to work from courtesy of [ Register or Signin to view external links. ] and a budget to work with and we should be able to help you.
SSD's are cheap enough and easily enough to fit so that is the most obvious route to go.
