I've been looking into streaming recently, and I got a question.
1.) Does streaming with the elgato capture card with OBS increase quality?
As of right now when I stream with solely OBS, the quality on stream isn't A1 like Ninjas for example. Mine is a little blurry, like at times It will be clear HD and then when increased movement occurs my webcam along with the game capture are no longer clear HD.

1.) No. Recording/streaming with a capture card doesn't increase quality.
The only way to increase quality is to increase your bitrate of your recordings/streams which means that you will need more bandwidth to stream it, which also means your audience will require more bandwidth to watch your stream at it's set quality. As the user above stated, whether you use OBS or the software Elgato comes with to stream you'll get the same quality out of both.
For better stream quality all depends on your internet, typically you need to be dial-up not wireless to get the full potential out of your bandwidth. I have 11mb up so I have a bunch of bandwidth to use for streaming. I don't know how much you have but typically 10mb/up is what you want
