Hello TTG today i am in need of a streaming PC for around $250 USD

It wont be used for gaming or anything just streaming.

So it doesn't need a good graphics card on anything like that.

Doesn't include storage but that's about the cheapest you're going to be able to build something reasonable. I'd want an SSD but that would set you back $40 at least, for a 120GB SSD. Whereas, you can grab a 500GB-1TB HDD for $25-35 pretty easily. Either way, still under $300 including storage but if you have an old HDD lying around somewhere that you could re-use, you'll be able to stick to the $250 budget.
