Building a PC for a single game

This should be a simple. Last year I built a $4000 PC with the help of some of you, unfortunately I turned out to Ben uninterested in 99% of PC games, due to the fact I'm more of a console guy.
I have played this game on the PC though since about 2007-2008. It was named 2Moons back then and is now named Dekaron afternoon changing owners about 3 times.
All I want to be able to do it run this game on the highest settings possible. I need to be able to run high frames I feel like in my experience of playing this game.
Here is the recommended specs of the game:
RECOMMENDED SPECIFICATIONS
Intel Core i5 or higher
4GB or higher
NVIDIA GeForce GTS250 or higher
Windows XP(SP3) or higher
DirectX 9.0c

Appreciate everyone who helps and REP will be given to those who provide good suggestions on the build.
Note: Everyone's going to request for my budget , budget isn't necessarily a problem but I don't want to spend more than I need to when I'm just going to be using it for this game and just my simple computer use.
I have a couple parts from one of my old PCs that I already have including the case, CPU Cooler, and I believe my Ram sticks. In a while I'll post those to help incorporate those into the build if possible.

I'm confused, what do you have from that 4k build?
Post that and we can work out what you have to upgrade saving some money.
