I just got an iPhone 5c from my grandfather, he told me if I could figure out what was wrong with it I could have it. Naturally I wanted it even though I already have an iPhone 6+. I have tried several different things, but all have failed so far.
iTunes update/restore failed for some reason, I tried to put it into restore mode and then try restoring it again, but it failed again. I have tried holding the power and home button, then pressing and holding the volume up button to put it into safe mode and to my knowledge it didn't work (maybe I didn't hold it for long enough). Anyway with all of that I was wondering if there was anything I could do, preferably without a computer due to the fact that my internet it .5 down and .01 mb up. Any suggestions would be appreciated. If I can't figure it out I am going to put it off until I can get to a friends house to try to use some other third party programs.

I know that you said you put it in restore mode and it failed, but that seems unlikely. I have never had it fail on me and that is what you're going to have to do here as well to get it out of the boot loop.

Once you have got it in DFU mode you are going to need to plug it up to a computer and go into iTunes and click where I show in the image below.

Never heard of a red screen on an iDevice, so I have no idea. I got you a screeshot of how to put your device into DFU mode though.
