Was hoping to do some upgrading to my PC in relation to cooling.
Currently using the stock wraith spire cooler on the CPU inside a NZXT Elite S340
with one intake and exhaust fan.
Any suggestions would be much appreciated

Your budget is Euros, where are you located? Or better yet, where will you be buying from?
What case fans have you got currently?
Do you just want a cheap decent cooler that will let you overclock quite nicely, or are you looking for something specific like RGB or AIO Liquid cooling?
Also overclock that RAM, my god man. Running 2133MHz on Ryzen is ridiculous.

Anywhere in Europe is fine to buy from located in ireland.
RGB Would be nice and AIO is fine.

Check out some tutorials online and videos on YouTube for overclocking RAM with Ryzen and overclocking R7 CPUs, you'll find plenty of useful information. I can try to find you some specific video's if needed, so PM me if necessary.
Since you're in Ireland, I'll recommend parts in the UK, I think that's the easiest option for you, unless you can find something priced similarly/better local.
Anyway, you really don't need to spend anywhere near your max budget. Ryzen is pretty efficient so a half decent 240mm AIO will be plenty to get a nice OC out of an R7 1700. You can get this;

ditch your 2 case fans, run the AIO in front and then grab this fan for the rear as exhaust;

This AIO has some older, more 'basic' RGB LED functionality so if you're happy to spend more, you can get something 'nicer', but you'll be paying more for looks than performance. Here are some other options anyway;

Similar to the one above, but almost twice the price. However this one has addressable RGB LEDs on the block and fans.

Bit more than the ML240L RGB. You're really just pying for the brand and aesthetic at this point to be honest, but the Kraken line is a highly regarded series of AIO's and the Kraken X*2(X42, X52, X62) all have the 'best' RGB LEDs you'll get with that infinity mirror.
