What is your budget and currency? £700
Do you need a monitor? No.
Do you need a keyboard? No.
Do you need a mouse? No.
Do you need an operating system? No.
What will you use the PC for: Primary use Gaming and Secondary use Programming.
Addition. Would like some RBG components. Budget is strict.
Has a hard drive, GPU which is GTX 960 and power supply which is HEC-500TC-2WB 500W

Will he overclock?
What monitor(s) is he using?
What games will he playing, and what kind of programs will he be using, if any?
There's no point spending 700 quid on a system if you already have a GTX 960 though IMO, you could probably build something appropriate for less than £550 pretty easily, put the extra £150 in to savings towards a GPU upgrade next gen or something and just run the GTX 960 until he can afford a nice upgrade from it.

Right he is planning on updating his GPU at a later stage.
Looking to play modern games, best possible settings for his buck.
Benq Gl2450 is the monitor
Using programs such as Visual Studio and Android Studio.
The main things he looking is the CPU, motherboard ram, cooler and ssd
What ever RBG components that can be got.
Didn't say anything about overclock so I assume no.
He did send me this before I stuck this post, but I recommended he should see other options.

Missing a case. 8600k is a waste if he's not overclocking, as is the Z370 motherboard. He's also missing a PSU since the unit he already has is absolute trash and not worth re-using at all.
