Hi guy i have a low end pc just for light gaming like san andreas or euro truck but mostly i edit photos in photoshop but i want to slightly upgrade it what can i do about 20-30 dollars-euros Thank you. [img]https://imgur.com/kginAtV[/img]

Dollars and Euros are completely separate currencies. Where in the world are you?
That spec PC is very similar to what I have to work with at work. We upgraded the Harddrive to an SSD and saw massive improvements. Adding an extra 2GB of ram does help too. I'd say, for the biggest improvement, grab yourself an SSD.

I was gonna say nothing because I honestly wouldn't bother wasting any more money on that system, and 20-30 of whatever your currency is, is not a huge amount so you're not going to get a massive upgrade.
That said, Adam is right, you could probably get a 120GB SSD pretty cheap these days and 2GB of used RAM you could probably find for free lmao. It would be an upgrade for sure, but you're really not going to see any massive gains with anything(other than loading times thanks to the SSD).
