I'm wondering if anyone knows how to present a gradient circle outside of an image, for example hero's profile picture is something what I'm talking about.

Very simple.
SImply make sure you have the right dimensions for the circle.
- Create the Outline then create a split between both the circle ie: outside/inside either by leaving it as a alpha channel or turning the background grey.

You can cheat and literally "save as" your profille pick and it should be the exact same as the circle:)
