When ever i try to load fs3 it just stays on a black screen i've tried reinstalling multiple times

Have you tried changing the skin on your FSD? It may have corrupted and is causing your black screen, I would manually delete all FSD files, even the files in the skins folder & reinstall.
Make sure it is the latest version of FSD also.

Make sure you are fully removing all instances of FSD from the HDD and then paste the fresh copy back in
