The default.xex/default_mp.xex file is automatically put there once you install the game onto your console.
Are you using the disk version of the game?

So I'm assuming you bought the console with the games preloaded then, correct?

Yea once you install your game of choice you should have the default.xex and default_mp.xex but for some games you need a modded default_mp.xex if you want to install a menu

When the games are installed, they should be in Aurora, FSD, XeXmenu, all those homebrew apps because they're installed onto the hard drive itself, not the actual app.
From what you're saying, it sounds like the previous owner didn't really know what they were doing so I would just recommend doing a fresh install of any of the games you're wanting to mod. You may just be missing that one file, but you may also be missing multiple files which can cause the game to not function properly.
