While in a Public Session, press the Guide Button and Scroll to the right till you get to the System Tab.
Once in the Settings Menu, click Network, then Network Settings.
Then go over to Test NAT TYPE and select it.
When you do wait 15secs then return to GTA 5 and you will see everyone leave the session.
After you do this, you may not be able to find a New Session. You will see a Black Alert Message saying "There Has Been an Error Joining a Session" All you have to do is Restart your GTA 5. This concept may work on PS4 but I don't have a way to test it.

I do this a lot just to play with certain people and not be interrupted on vip work its a really handy method really easy and it works.
