I currently use a i5 4690 and was wondering if a i7 4790 would be a good upgrade?

Really depends on you, and if you need the upgrade. Of course it would be a good upgrade but I wouldn't do it if it's not necessary

if your into streaming and video editing and also gaming, sure i dont see any reason to not upgrade.
but if your only gaming, then not sure if there is any point, you can just overclock it.
if its unlocked ofc. dont think that one is tho. i would buy a CPU with an K at the end, means you can overclock it.
