What FPS do you guys think this build would run at (I have other parts but these are replacements)

0 FPS because you can't use a 7700k with a z370 motherboard. You require a Z270 board or an 8000 series intel. Would recommend the i7 8700k.

That's a little over my budget can you recommend me changing the other one to something cheaper or make me get something cheaper because I don't want to be spending to much..

Depends on the game but you'll definitely get whatever performance you are looking for. I'm assuming you will be using a regular 1080p 60hz monitor so your workload won't be to extreme. Easily 60fps on most modern games.

The guy above me said I'll get 0FPS because I can't run 2 of these parts together and he suggested something more expensive, can you recommend anything different?

I have a 1060 3gb with an I7-7700k on an MSI z270 motherboard and i get 60-100fps on most games coming out now

No one is going to be able to tell you what FPS you're going to get, because we don't have a clue what monitor(s) you're using, or what games you'll be playing. As said above, motherboard and CPU are not compatible. Swap the 7700k for an 8th series CPU, or swap the Z370 motherboard for Z270(although that would be a bad idea IMO since 7th gen and Z270 is last gen, it's outdated now).
