So I have narrowed it down to 2 choices. 1 is a custom build, 1 is a prebuilt rig. Plan on running a 4k monitor to edit 4k video with premiere pro as well as do some gaming.

Option 1, prebuilt setup from bestbuy. On sale for $899.99, I have a coupon for additional 100 dollars off, making the total only $799.99.
Pros of this setup are a better Ryzen 7 2700 processor, includes operating system, mouse, and keyboard.
Cons are a 4gb graphics card, no ssd

Options 2, custom built setup. I chipped away at the price using some slightly lower grade parts to get the total as low as possible. Price is currently $752.
Pros of this setup are Faster ram, Better 8gb graphics card, ssd
Cons are Older ryzen 1700 processor, No operating system, No keyboard or mouse (all which is going to make this setup more spendy)

So my question is which setup should i do? The dell for the price looks like a pretty sweet deal with room to upgrade if I wanted. Which setup is going to be better with video editing in mind? Just looking for an opinion from someone who knows more about computers than I do =D

In all honesty. I would go with the custom build. Prebuilds are ripoffs most of the time..

Ya that's what I've heard, but it honestly looks pretty legit in my opinion. I could take the 200 dollars I save In not needing OS and mouse/keyboard and put it into upgrades? Just a thought
