What is the make and model of your case and PSU?
Do you want to buy new or used? If you're buying new, you'll need to buy DDR4 RAM. If you buy used, you can re-use your RAM.
What monitor(s) are you using?

If you buy new, get a Ryzen 3 1200 with a B350/B450 motherboard and 8GB DDR4 @ 3000/3200MHz.
If you buy used, you can re-use your RAM. I would try to get an i7 if you buy used, but a 4790k is still $300+ CAD on the used market, so you'd probably have to get an i7-3770 and H77 motherboard, or you might be able to find an i7-4770 and B85/H87/H97 motherboard.
