I'm looking at building a pc which is both good at playing games on and rendering/editing 4k footage
not sure weather to go with a i7 6700k or AMD threadripper 16 or 32 core CPU.
Budget isn't really a problem
any ideas?

Skylake and ThreadRipper are completely different CPUs intended for different purposes with vastly different price tags. The 6700k doesn't make sense at all if you're buying new since it's 2 generations old, almost 3.
Which CPU you should buy depends on your budget/currency, what games you'll be playing, how often you'll be editing/rendering, what monitor(s) you're using, and whether you want better performance in games or editing/rendering.
