How is your Xbox connected to your Computer ?
May connect your xbox directly with LAN to your Computer.

May you need to check your firewall.

Could you Ping your Console?

Hopefully one of these will help you

Try to ping your RGH with the cmd.
On your PC.
1. WIN+R
2. Enter "cmd"
3. Enter Ping "Your RGH IP"

If you cant ping your RGH it is a Network problem. May the Firewall blocks any connection. Try to disable the Firewall. Also connect your RGH via LAN to your PC.

Also you could try to refresh your RGH Network Settings.

May you need to reinstall your neighborhood :/

Sound like a communicate problem between your RGH and PC.
Have you re installed your neighborhood?

Sometimes some settings are corrupted
