when i purchase xbOnline stealth i see that they show video of hacked call of duty.. when i make the purchase does it come with mod menus for every call of duty? or do i have to find mod menus for each cod somewhere else?

They come with offhost mod menus.

And 1 on host mod menu for mw2 atm they will be realising more on/offhost menus in the time to come

Offhost is all the stuff you can use without being host of the Lobby

Onhost means you have to be host of the lobby to use the menu

The offhost menus are only on Battlefield 4, mw2, mw3, and bo2 as of right now. Onhost menu is only on mw2.

Correct and correct.
I haven't been staying up to date with them here lately but I'm sure that they are still working on them.
