What exactly will the system be used for? What games will you be playing?
Will you overclock?

While the HD 7950 is still a very capable GPU, it's pretty old now. It will perform roughly on par with a GTX 1050Ti, but may be as slow as a GTX 1050 depending on the game. So, if you're adamant on using the HD 7950 for now, I'd recommend considering an upgrade so you might want to spend less than $800 now and save some of that towards a GPU upgrade.

I think I have some ram left over. The thing is my broken down pc is in a different state so I'm trying to get an estimate on what I need and then what I have

800 usd, most of the hit games that come out for pc, I would over lock if I knew how. Yeah I want to use the 7950 for now until I can get some more money saved up

1440p monitor, but you're going to want to play at a lower resolution with the HD 7950 for the most part. I'd keep an eye out for an RX 580/GTX 1060 6GB, or a GTX 1070(Ti), any of those would be a real nice upgrade and with a GTX 1070(Ti), you'll have no troubles running anything comfortably at 1440p. With an RX 580/GTX 1060, you'll find yourself lowering some settings in more demanding games.

Ryzen CPUs are silly ez to overclock, so I'd recommend at least a basic OC. There are plenty of YouTube video's that are real easy to follow and you shouldn't have any trouble hitting 3.8/3.9GHz with an R5 1600. You'll also want to enable DOCP for the RAM and run that at the highest possible frequency. Shouldn't have an issue running that Team Vulcan kit at 2800/2933MHz without manually overclocking RAM. DOCP is XMP for AMD CPU's, it is sometimes called A-XMP in the BIOS, or might just be under "Memory frequency" or something.

Included a budget case, it's good for the price but if you want something a little nicer/better, the NZXT H500 is well priced right now. 860 EVO is stupidly well priced currently, especially the 500GB model. 500GB will be enough to last you a while, but you can add an HDD at any point if you wish.
