I would have thought it would have gone live 9am PST but it doesn't seem to be active.

Thats not true, Ps4 is getting microtransactions 1 week early. 2xp will be live for everyone.

Tbh it does make sense to have it next weekend. If they want everyone to progress through their battle pass or whatever it would be fair to have xbox and PC have theirs when the update for the black market drops.

New Patch Update for Black Ops 4 coming Oct. 19, Double XP going live this weekend. Treyarch has announced in a Tweet that they are releasing a 'substantial update' for Call of Duty: Black Ops 4 on Friday, October 19 on PlayStation 4, Xbox One, and Playstation

I'm well aware but it still isn't active on xb1

They usually release updates around 3 pm CST, which I admit is weird but id look out for the update around that time.
