I`m looking for a build under $500 i`m going to be buying my windows 10 off of a grey market site for $30 so that puts the total to $468 and i want all the parts new and not used form eBay. i`m pretty sure i can get 60fps in most titles with this card if i turn down some settings. do you think this is okay?

Building this for a friend who can`t afford a mid to high end system, I sold that second system for $950 and now have this.

I will be getting a RTX 2080 in a week to replace the 970 which to my suprise is still a really good card for 1080p gaming. I get above 100 fps with just turning down shadows in BO4 and fornight.
Also I havent overclocked the ram or the cpu yet which is why the numbers are so low.

Ah, I was confused as to why you'd be downgrading to AM3+ and a GT 1030. So, a $500ish system for your friend then, defintely don't buy AM3+. GT 1030 is a waste too, you'd be better off running a Ryzen APU at that point but you should be able to just about get a decent mid range PC for $500;

The case is total junk but it's probably the last place you should be putting money in a system with a tight budget like this. Cooler Master Q300L or Deepcool Dukase would be a good budget option for case, but they're still like twice the price of that Rosewill PoS. Obviously any case will do the job though so yeah, save as much there as possible.
240GB SSD's are well priced, and all the cheap 120GB SSD's are weird off brand stuff, whereas the TR200 is a great SSD so I'd try to just get the 240GB TR200 if possible. Add any HDD whenever, even a 500GB HDD would do. Can easily do this whenever.
RX 570 will let you play anything you want at 1080p comfortably, and it's even an 8GB card. Only downside is that it only has one video output(DVI), so keep that in mind. The reason it only has one display output is because it's optimised for mining(kind of). It's essentialy a PowerColor Red Dragon 8GB RX 580 with 2 BIOS', one set for mining(1), and the other with reference RX 570 clocks to be used for gaming/normal use(3). If the RX 570 linked doesn't suit, then you'd have to drop down to a GTX 1050 but those are only $15 less than that RX 570, so not worth it at all considering the 570 is better than a more expensive 1050Ti. 1050Ti's are $165-170+, whereas even ignoring the 'mining' RX 570 I linked, you can find a handful of 4GB 570's for <$165.
If he really can't manage the RX 570, he'll be better off just running the R3 2200G's APU until he can afford something like an RX 570.
If he does decide to go APU route for now, he'll want 2x4GB RAM instead of 1x8GB as single channel will be a hindrance for the performance of the APU;
