So last year I upgraded my PC, and I'm heading back home for thanksgiving and I want to upgrade my Old PC for his birthday and give it to him, I just want to know if I can get away with keeping all the parts, and just upgrading the GPU and RAM to 16Gb, just want to make sure the CPU is still good!

What's your budget for the upgrades?
What PSU is in the system currently?
CPU is still fine IMO as is the case.

I don't know exactly (i dont have a recent order) but it's most certainly a Gold rated and 800W+
Also don't really have a budget. I mean I don't want to buy him a 1080Ti or any thing crazy

You don't want to buy him a 1080ti, i.e. you have a budget to spend.

I mean like so he can play some newer games on med/low just don't break my wallet, I want to upgrade this PC, not shell out 2000 for a new one. I was thinking of getting a 1060/70 and maybe 16GB of ram

Right. We know. Which means you have a budget, that we still don't know.

Could you imagine going to buy a new car, telling the salesperson you have no budget and then saying something like "well, that Lamborghini's a bit overkill, don't want to spend that much".

Add another 8GB RAM. 8GB DDR3 is less than $30 used but even if you were to buy new for whatever reason, you can still get it for like $60.
