Only way you're able to unlock it is if you force it. It's most likely going to be released on the spring with the other dlc of mw2.

Actually I wouldn't be surprised if it was something just like Halo 3's Burning Helmet gear wich only Bungie Employees can use.

This is a lie. You can't unlock it without hacking for the time being. No confirmed way to truthfully unlock it at the moment.

Ignore what the call of duty Wiki says because it doesnt unlock after youve completed all challenges.

once u r 10th prestige go to your challenges and complete the prestige challenges

I got all challenges titles and emblems and all i got for tenth is the non-spinning mw2 tenth emblem.

Everyone I talk to, tells me its either from completing all the challenges when 10th prest or by doing the lobby hack. I did the hack and I've unlocked it.

I tell people that it is only available when the new maps come out but no one ever believes me

You can get it from a jtagged hoster..

I have got the emblem, the person with the jtag needs to do the mod..

To get the spinning 10th emblem from COD 4 you need to complete Spectre IV. for the 10th emblem from COD MW2 you need to complete all prestige challenges (including Weapon Challenges) and get to 10th prestige.
