You'll need his internal IP for a good DDoS, otherwise you'd just use his bandwidth up. Mind you, both have good results.

Do you even know 3/4 of what you're talking about? You want him offline, you flood his WAN IP. Also, only bad ISPs charge you based on the amount of traffic you generate.
