Key Vaults are perfectly fine. Microsoft has developed an RSA encryption server side check. That is why Kvs' are lasting 15- 30 minutes. It flags the KV right away. The RSA encryption is impossible to decrypt. You need so many keys for other keys to work. It is a recycled process.
It is very heart breaking to own a Jtag myself and know I cannot host. I am in college now so Mw2 hosting is not in my life anymore.

has anybody hosted mw2 lobbys that have lastest awhile? if so then idk there is something inside the files for bo that is picking up that they are running off a xex and not off the game it self
