The files are encrypted with a private key which only Treyarch and some other people have to my knowledge and to decrypt them all you need is the key inside the default_mp but it wouldn't matter unless we had the private key unless someone could modify the default_mp to read the files decrypted.....

WHOA BACK UP
If these Fast Files are used to PATCH the game, Wouldnt finding the one that HOLDS the patches, and ELIMINATING it solve some sort of issue with our mods? just a question lol.
