it Took 2 days of "Servers unavailable" to then tell me thats its a 48 hour ban

Reason for your ban: Did 15th prestige glitch 3 days after the game came out
Length of Ban: 48 Hours
Date of Ban: Sometime in November

Reason for your ban: UAV gpd mod
Length of Ban: it comes up server unavailable
Date of Ban: 10/12/2010

how to know if this is a temporary or permanent ban ?

I've got the same, in 48 hours ( or less ) it will change to either a permanent ban or another 48 hours/1 week etc

It could be a web attack like that 17 year old did and he got arrested

The host is perma but other people in lobby is 48hours and might get reset
