No it has not.
The Decryption key had been found out, which with help with JTAGS, which run the fast files without security checks, which a RETAIL does not.

Maybe this will answer your question. The *_mp.ff files can be decompressed, not "decrypted", they have a 256 Bit RSA Encrypted Hash Check which makes the file "Un-Moddable". The *.ff files that are not multiplayer, code_post_gfx.ff, for example has the .cfg's for Zombies / Campaign, they also can be decompressed, they do NOT have a hash check, so the file is moddable. A JTAG does not remove checks for RSA Signature, it gives "No Operation" to the failure of the hash check, when the modded _mp.ff has been loaded.
