I doubt they would ban your IP since there is a chance there are other Black Ops players in your household/business office etc.
And some IP's change every 24 hours.

Also, It's already proven that 99.9% of bans are profile bans, not IP/console bans.

That is it, next you should turn your xbox off and then on again. Go on Black Ops and you should be ale to play online. Stats/Rank do stay as long as you do it a couple minutes after the server unavailable message.
