Hi, I've been having this reoccurring problem where every time I restart my router, my Xbox NAT type changes to moderate.

It somehow changed back to open after many months and stayed open until my mother turned off the router a few days ago,
and now my connection to xbox live seems to stink.

Has anyone else had this problem before and/or have a solution?

The reason this is happening is because you haven't dedicated any of your router's dynamic IPs to your console. Try dedicating your first port (+1 of your gateway) to your Xbox, then enable DMZ for that specific port, and you'll always have your Xbox with DMZ; unless you hard reset it. Good luck.
