Umm, yes you can.Not exactly for modding mw2 but for modding your xbox360 for free games or just modding it plainly.If you google it, you can find some cases in which people actually got arrested.It was because of the modification of the xbox.If you go to your xbox details, it says they may prosecute.

Yes this is completely true. Not exactly for mw2 but for modifications you make on the console as jtagging it.
