Just go to a post, and in the bottom right the scales, click there and you can either add to or give negative rep from there.

go to the scales on the bottom right hand corner.

select your amout of rep you want to give

i agree- + rep

disagree- - rep

people will give you rep. you need 100 reputation points to earn 1 reputation power.
