my mate got reset at 7th 38 and is 6th 50 now, if he prestiges and gets to rank 38 will he get reset again?

He shouldn't. Unless he's done anything that could result in him getting banned. In which case it could be at any point.
Getting reset is to pretty much give people a kick up the arse to tell them to stop modding/glitching/hacking etc.

Yeah he wont get reset unless he keeps boosting or doing whatever he did the first time to get reset :p

Thanks, he got reset for gold guns but we have been doing the SnD infinate lives glitch now to boost our ranks / perks pro
