disc drive wont read any discs. It starts to spin up, the laser turns off, the disc stops spinning. I tried swapping pcb boards, and it did the same thing.

It's a problem with the laser,
if your xbox is already taken apart, turn off the xbox, move the laser and make sure it's underneath a disc
start it up, and it should play normally, if not
*TRY*
when the xbox is on & it wont play the disc, just try doing what i said above when the xbox is ON

And you're talking about an xbox right?
There are lots of Consoles which people talk about on here.
Thing such as: Nintendo, PS3, PC And Xbox.

Did you swap the original pcb into a donor drive and tested or did you pop another pcb in there and try to read a disc...You can't do it that way..
Place the original pcb onto another drive with a known working laser...Test...If it doesn't work, you need to get off that original pcb and dump the dvd keys..
If you cannot flash a drive, I recommend sending it off to someone who can repair and flash it..

You need to move the laser all the way to the middle of the disk drive. (Don't worry it moves)
