Is it even possible to get the mod menu with out a jtag on xbox 360?

No, you need a JTAG

Actually,the Mod Menu's are now are made by ISO. As I have seen on XeEaton's video he had the mod menu. I highly doubt that he is one of the few people with JTAG's still online and running... He may or may not still have a JTAG, though.
