I can confirm that I just fully jailbroke my iPhone 4 which is on the 4.2.1 version and right now i'm surfing Cydia!
1. Can I do it on Windows?
A: Yes
2. Does it matter if I reboot/restart?
A: No it will stay the same
If you think that this is fake then I will take a picture of my iphone including the version and Cydia ;)
