Okay so what you have to do is get the Zues's cannon first. Once you have it, get to the PAP room and shoot a zombie while facing the machine. The goal is to PAP a zombie. I tried this once and when the zombie hit the machine it started to move as if it were about to work. However, I didn't hit him close enough to the gun slot so he just kind of bounced off. If anyone wants to test this I think this is how we get Samantha.

Done playing for the night. Tried it again once with similar results but still wasn't exact enough with the zombie. Still anxious to see what others can get

Me and some people just tried it, and we heard the noise that the PAP makes. I'm really interested in trying this some more.
