he means that it has an error and its not working.you need to be good with wires and circuits and things to fix it.

If u wanna get scammed buy a JTAG for $100, If you want to get a JTAG pay a little more to a trusted seller :p

100 isnt happening for a working jtag.. for 150 you can get a banned xenon console only..
no power brick or av cables or loaded HDD
all together your gunna end up spending about 220 around there
