ok here is the problem everytime i try to download a modding tool or whatever on my computer it always says find instead of open how to i fix this and i have windows xo not vista or windows 7

i am trying to download anything like modio or ezgt or anything and all its says is find and then it says find from programs from list or the web and it just wont let me open it for some reason

well those arent for iso modding and modio isnt free

you need .netframework 3.5 for a lot of modding tools.
